October 15th, 2007
The National Weather Service is monitoring a low pressure system in the southern Gulf of Mexico near the Yucatan Peninsula (label #1 on the picture). This system is expected to move northwest or north across the western Gulf of Mexico in the next 24 hours.. This system could develop into a tropical depression or tropical storm during that time. There is quite a bit of uncertainty in the forecast beyond Tuesday. Current thinking is this system will make landfall on the southeast Texas or Louisiana coastline by Wednesday or Thursday. However, a cold front will be interacting with this system, causing it to weaken before it reaches us. Rainfall totals for this system will depend greatly on where this system makes landfall. If you are west of landfall, the rainfall will be less than one inch, but you could see a couple of inches in some places east of landfall. At this point the highest rain totals are expected in southeast Louisiana, trending lower as you head west towards southwest Louisiana and southeast Texas. Tides could increase later this week. Right now, they are running about a foot above normal. If they get 1.5 ft above normal, minor flooding in downtown Cameron will occur.

September 21th, 2007 - Tropical Depression 10

The track of this storm has it passing to the north of us Sunday morning and is not expected to bring us anything but rain during Sunday. There will be no meetings called today or this weekend unless this strom changes its course and becomes more than a tropical storm. All agencies and personnel assigned to response are requested to mointor the strom during the weekend and to make sure all tropical storm response plans and SOP's are in place. I will send additional information as needed during the day and weekend.

The National Hurricane Center is upgrading the low pressure system off the Florida panhandle coast to a subtropical depression. A tropical storm warning will be in effect from the mouth of the Mississippi River to Apalachicola, FL. This system is expected to make landfall in this warning area late tonight or Saturday morning as a tropical storm. After landfall, this system is expected to be located over central or northern Louisiana by Sunday. If that verifies, the rain chances will be high for our entire region on Sunday. Thursday 9-20-07 This is the latest on the tropical system or what could become a tropical system this weekend. I see no need for a meeting at this time, but look at the possible track and you can see why we need to watch the weather.

FOR THE NORTH ATLANTIC...CARIBBEAN SEA AND THE GULF OF MEXICO...

A LARGE AREA OF DISORGANIZED CLOUDINESS AND THUNDERSTORMS EXTENDS
FROM THE EAST COAST OF FLORIDA EASTWARD FOR A FEW HUNDRED MILES OVER
THE WESTERN ATLANTIC AND BAHAMAS.  THIS ACTIVITY IS ASSOCIATED WITH
A TROPICAL WAVE AND AN UPPER-LEVEL TROUGH.  CONDITIONS ARE
CURRENTLY UNFAVORABLE FOR DEVELOPMENT IN THIS AREA...BUT SLOW
DEVELOPMENT IS POSSIBLE IN A COUPLE OF DAYS WHEN THE SYSTEM MOVES
WESTWARD OVER FLORIDA AND INTO THE EASTERN GULF OF MEXICO.  LOCALLY
HEAVY RAINFALL IS POSSIBLE OVER PORTIONS OF THE FLORIDA PENINSULA
AND THE BAHAMAS DURING THE NEXT DAY OR TWO.

Update: 11:10 am - Please be very careful if you drive today. Multiple accidents are reported. We are also hearing that some streets and parts of some highways are being closed due to flooding or accidents.

According to KPLC TV announcement, Beauregard Parish Schools are closed due to weather conditions. All classes have been cancelled at McNeese and Lamar. NSU Leesville - at least some classes are cancelled - check with your instructor to be sure that your classes are closed. Other area school systems including Vernon and Ft Polk have also closed. Street and road conditions are resulting in accidents. We do not have any local emergency response bulletins as of 8:45 am

Thursday, August 16, 2007 Hurricane Dean Alert from Glen Mears - At this point Dean is not expected to be in the Gulf till Tuesday or Wednesday of next week. BPOHSEP will be monitoring the storm and projected path Friday and this weekend, and you should be doing the same. A decision will be made over the weekend if a meeting is needed on Monday, and if needed the meeting will be called for in the afternoon at the BPSO Training Center.

All parties involved in hurricane response should review your emergency response plans, procedures etc., as well checking equipment and supplies before next week.

NOTE: IF CALCASIEU PARISH AND CAMERON PARISH DECIDE FRIDAY OR OVER THE WEEKEND TO START EVACUATIONS OR OTHER EMERGENCY ACTIONS ARE TAKEN AFFECTING BEAUREGARD PARISH A EMERGENCY MEETING COULD BE CALLED FOR EITHER FRIDAY OR OVER THE WEEKEND.

Also: Allen Parish emergency response has asked us to announce that Allen will not serve as an emergency response shelter area. Like Beauregard Parish, Allen is too close to the Gulf. All persons seeking shelter should be directed northward according to the plans which will be announced for the storm.


Friday, July 6, 2007 Sabine River and Bundicks Lake Flooding - an announcement from Glen Mears:

As of 12PM Friday 7-6-07 neither area is reporting any flooding but due to the heavy rain that has fallen this morning this could change within the 24 to 48 hours after the waters from the north flow into these areas. Bundick Lake could see flood waters (minor level) by Sunday if the heavy rain continues to the north as it has. For the Sabine river the lake is close to the level that they are to open the gates. Good thing here is the river is down and if their is flooding it should be minor as well. Keep this in mind if July turns out to be a wet month as June was or that low pressure area over north Texas moves to the south east it will not take much to place Beauregard Parish in flood state. Keep an eye on the weather over the next few days specially to the north for conditions.

Friday, June 1, 2007 Announcements from Glen Mears and Roger Erickson:

Weather Notice. Keep an eye on the weather this weekend, but it looks good so far. More notices over the weekend if needed.

Aircraft recon is currently flying out to investigate the low pressure system, now in the southeastern Gulf of Mexico. We should hear back from the plane in the next couple of hours. If it is upgraded to a depression or storm, I will send out an update.

This system is expected to move north then northeast, making landfall over Florida between Saturday night and Sunday morning. Heavy rains and gusty winds will be confined to Florida. The local weather in southeast Texas and southwest Louisiana will not be impacted by this system, other than the slightly higher waves and tides along the coast running about a foot above normal.


The Beauregard Parish office of Homeland Security and Emergency Preparedness in conjunction with the Louisiana State Police, Louisiana DOTD, Beauregard Parish Sheriff Department and the DeRidder City Police Department will be conducting a contra-flow evacuation exercise in DeRidder on Wednesday May 2, 2007 from 8:00AM till 11:00PM. The exercise will test the contra-flow concept developed by La. DOTD which is to increase the flow the traffic through DeRidder during hurricane evacuations from Calcasieu and Cameron parishes.

Drivers are to use extreme caution on US 171 from the intersection of US 171 & La. 27 (Pine street and 1st Ave,) north on US 171 (Pine Street) to the intersection of Park Road.

During the exercise La. DOTD will zone off three lanes north bound and one land south bound. Drivers are urged to be alert and pay close attention to the traffic control devices and traffic directions given by Law Enforcement Officers along the route.

The exercise is needed to test current plans and to provide the residents of Beauregard Parish and Southwest Louisiana a smooth and efficient evacuation route north when it is called for.

Monday, April 2, 2007 - Announcement from Glen Mears: Beauregard Parish Office of Homeland Security and Emergency Preparedness will be holding it's 2007 pre-hurricane shelter-resource meeting on April 10, 2007 from 10:00AM till 11:30AM at the BPSO Training Center. Shelter and Resource agreements will be discussed and signed at the meeting.

Center on Mayeaux Drive. The meeting will be held to:

  1. Establish the hurricanes shelters for the parish, and
  2. Emergency shelters for the evacuation routes.
  3. Establish key resource locations and possible supplies that would be coming in.
  4. Have agreements discussed and signed by all parties that will provide shelters
  5. Update the Contact list.

Remember Beauregard Parish is not a host parish for sheltering non-parish residents for Hurricanes, but we need to establish parish shelters for parish residents and temporary emergency shelters along the evacuation routes.

This meet will also provide a good time for open discussion on shelter operations etc.

THE MEETING IS TUESDAY APRIL 10-2007 AT 10:00AM TILL 11:30AM AT THE SHERIFF OFFICE TRAINING CENTER.

Announcement from Glen Mears 2007 Hurricane Exercises The annual Parish Hurricane Exercise will be combined with an Regional Evacuation Exercise. The Parish/ Regional exercise will be conducted on May 2, 2007, starting at 9:0AM at the BPSO Training Center. The Regional portion of the exercise will be a full scale evacuation exercise run by State Police and DOTD along with the DeRidder Police Department. The exercise will consist of actual traffic controls being set in place and evacuation lanes through DeRidder established. The Parish part of the exercise will be a table exercise to establish a Parish wide Joint Incident Command Plan for major incidents such as a hurricane. A SIGNIFICANT UPPER LEVEL TROUGH OF LOW PRESSURE WILL AFFECT THE REGION THIS WEEKEND. THIS, COUPLED WITH INCREASING GULF MOISTURE, WILL BRING A GOOD CHANCE OF SHOWERS AND THUNDERSTORMS BY LATE SATURDAY NIGHT THROUGH SUNDAY AFTERNOON. BECAUSE THE UPPER LEVEL FLOW WILL REMAIN OUT OF THE SOUTHWEST, THE POSSIBILITY EXISTS FOR FLOODING RAINFALL FROM TRAINING THUNDERSTORMS. PRELIMINARY STORM TOTALS WILL LIKELY AVERAGE BETWEEN 2 TO 3 INCHES...WITH ISOLATED AMOUNTS UP TO 5 OR 6 INCHES POSSIBLE.

Friday 01/12/2007 - Announcement from Glen Mears: ...FREEZING RAIN AND HAZARDOUS TRAVEL IS POSSIBLE NEXT WEEK...

AN ARCTIC COLD FRONT WILL PLOW SOUTHWARD INTO THE REGION STARTING SUNDAY NIGHT AND CONTINUING INTO MONDAY. PROGRESSIVELY COLDER TEMPERATURES BEHIND THE FRONT WILL PUT AN END TO THE UNUSUALLY MILD WEATHER WE HAVE BEEN EXPERIENCING IN RECENT DAYS.

FROM MONDAY NIGHT INTO TUESDAY MORNING ENOUGH MOISTURE LOOKS TO BE IN PLACE AFTER THE COLD AIR ARRIVES FOR THERE TO BE A POSSIBILITY FOR FREEZING RAIN AND ICING...BEGINNING IN THE LAKES REGION SPREADING EASTWARD INTO THE ALEXANDRIA AREA. FREEZING RAIN IS AN ESPECIALLY DANGEROUS WEATHER SITUATION IF SUFFICIENT ICE ACCUMULATIONS OCCUR AS ROADS WILL BECOME SLIPPERY...ESPECIALLY ON BRIDGES AND OVERPASSES...CAUSING HAZARDOUS TRAVEL CONDITIONS.
